Michigan Clinical Consultation & Care (MC3) provides consultation, education, and linkages to community resources to build the capacity of Michigan’s primary care providers to respond to the behavioral health needs of pediatric and perinatal patients. MC3 is unique in that it is one of only a few Psychiatry Access Programs (PAPs) that houses both pediatric and perinatal together in one program.
We are very pleased to share this year’s report with all of you, highlighting the impact of MC3 in supporting the mental and behavioral health for Michiganders across the state. Now more than ever, our relationships with providers and partners throughout the state are crucial to supporting mental health for children, their families, and perinatal patients in Michigan.

In addition to prescriber consultations, MC3 offers a variety of psychiatric services to support health & wellness professionals in their treatment of patients. Thanks to funding from the Health Resources and Services Administration (HRSA), MC3 is able to offer the following focused services to further support Michigan prescribers and health & wellness professionals.
MC3 continued School-Based Consultation services for select independent school districts (ISDs) in Michigan through consultations, educational trainings, and office hours.
In FY25, 8 ISDs participated in 45 consultations with MC3.
In 2025, MC3 expanded consultation services to partner emergency department (ED) sites. Emergency & Crisis Services Consultation (ECSC) connects ED providers with child and adolescent psychiatrists for expert guidance on diagnostic clarification, pharmacological and non-pharmacological management, and disposition planning for youth at risk of behavioral dysregulation. Evidence-based resources are also provided to health care providers, staff, patients, and families, offering support during and beyond the crisis.
MC3 recently expanded psychiatry consultations to be available for pediatric subspecialties, including pediatric neurology, oncology, endocrinology, and more.
MC3 provides Perinatal Patient Care services in Wayne, Oakland, Macomb, Ingham, and Washtenaw counties, offering pregnant and postpartum individuals free same-day access to specially trained Behavioral Health Consultants for screening and resource support. Referrals come from providers, community partners, or self-referral. In 2025, the service was available directly to patients in 35 clinics via QR code and URL sign-up.
Patients in the program reported around 50% reduction in clinical anxiety and depression after their first month engaging with MC3
Over 90% of perinatal patients and providers reported high satisfaction, saying the program met their needs and expectations, improved patient ability to handle life’s stress, and that they would recommend it and return
In FY 2025, the PPC team…
MC3 provides integrated behavioral health services in five pediatric and family medicine practices in diverse regions of the state. Behavioral Health Consultants (BHCs) provide consultation to providers and clinic staff to improve behavioral health screening, treatment, and linkage to resources as well as assisting families in navigating community resources and accessing services.
In FY 2025, BHCs completed 967 embedded referrals

In addition to supporting Michigan prescribers through consultation and education, MC3 also provides support by sharing and developing tailored resources. Relevant resources are frequently shared with prescribers by our Behavioral Health Consultants (BHCs) following consults. MC3 also offers hundreds of online resources targeted toward providers on the MC3 website. This is to ensure providers and their patients are receiving the most comprehensive guidance possible.
We created this resource to ensure prescribing health care providers are accurately recording their time spent on MC3 psychiatric consultations.
We developed several resources for the assessment and treatment of youth behavioral dysregulation in the emergency setting.
We recently updated our toolkit of resources for health care providers to download and share with patients to be more accessible for families.
Our experts created two new Clinical Pearls videos on the topics of Eating Disorders and Attention-Deficit/Hyperactivity Disorder.
